<匯港通訊> 北韓外務省第一副相張錦哲發表談話，嚴厲批評南韓推進建造核動力潛艇計劃，形容此舉是實質走向武裝核武的危險一步。他強調，平壤將確保擁有能徹底消除潛在威脅、令敵方無法生存和復原的「絕對力量」。

張錦哲質疑，南韓尋求獲得生產核材料的權利，意圖擺脫禁止核廢料再處理和鈾濃縮相關條款的束縛，其最終目標正是為全面的核武裝化鋪平道路。他警告，美韓聯合開發核潛艇，將進一步加劇朝鮮半島及亞太地區的不穩定，對北韓的國家安全與海上主權構成嚴重挑戰，北韓絕對會採取必要措施作出強硬回應。 (ST)
